Developers would one-up each other by stocking their sales events not only with glossy brochures but also celebrity appearances, sexy salsa dancers, trampoline artists.  &lt;p&gt;All of that largess is gone now, and some of those glossy brochures never became actual brick-and-mortar buildings. The empty spaces are just that -- fenced-in and unwelcoming.  &lt;p&gt;Could they be something more?  &lt;p&gt;Miami Commissioner Marc Sarnoff thinks so and is proposing that the city turn some of those would-be condo properties into temporary parks. Amid the dour economic climate, it will likely be years before developers build anything there, even in prime, waterfront locations.  &lt;p&gt;Call it rent-a-park.  &lt;p&gt;Sarnoff, following the lead of a Seattle program that turns vacant land into community gardens, has approached several local developers.  &lt;p&gt;One, Tibor Hollo, is poised to grant Miami use of his 1201 Brickell Bay Drive property -- future home of the two-tower, 787-unit Villa Magna project -- for the next three years at a lease rate of $1 a year.  &lt;p&gt;The Brickell-area property boasts panoramic views of downtown in a densely-populated neighborhood lacking park space.  &lt;p&gt;&amp;#39;&amp;#39;Every cloud has a silver lining,&amp;#39;&amp;#39; Sarnoff said of Miami&amp;#39;s now-lackluster real estate market. ``And the silver lining for the citizens of Miami is that they get to have a waterfront park.&amp;#39;&amp;#39;  &lt;p&gt;&lt;strong&gt;SEVERAL SITES&lt;/strong&gt;  &lt;p&gt;Maybe more than just one. Other properties the commissioner is eyeing as possible park space include bayfront property in the Upper East Side, another site along the Miami River and downtown land that, while not waterfront, is in the heart of Miami&amp;#39;s business district.  &lt;p&gt;&amp;#39;&amp;#39;Nothing has been made definitive,&amp;#39;&amp;#39; cautioned Eric Fordin, vice president of The Related Group, owner of the Upper East Side property. But he added, ``Related likes to pride itself on being open-minded and listening to ideas and concepts.&amp;#39;&amp;#39;  &lt;p&gt;While city leaders have made strides in upgrading Miami&amp;#39;s long-neglected park system, the city is still near the very bottom of national big-city rankings of park space per 1,000 residents.  &lt;p&gt;Miami activist Steve Hagen, who has often chided City Hall for this shortage of park acreage, isn&amp;#39;t convinced renting green space is the solution.  &lt;p&gt;&amp;#39;&amp;#39;It&amp;#39;s a Band-Aid on the need for parks,&amp;#39;&amp;#39; Hagen said. ``The bottom line is the City Commission has to get real serious about adding park space.&amp;#39;&amp;#39;  &lt;p&gt;Sarnoff says Miami isn&amp;#39;t choosing renting over owning -- the city is actively taking steps to do both. But with land like the Hollo property -- valued at about $38 million -- Sarnoff says renting is the only realistic option.  &lt;p&gt;Of all the sites under consideration, Hollo&amp;#39;s land is by far the closest to becoming park space. City leaders had already picked a park name -- Hollo Park, in honor of its owner -- when an unexpected wrinkle surfaced.  &lt;p&gt;&amp;#39;&amp;#39;I asked them to please don&amp;#39;t use my name,&amp;#39;&amp;#39; Hollo told The Miami Herald. ``I&amp;#39;m kind of a little bit shy in that way. There&amp;#39;s no reason for it.&amp;#39;&amp;#39;  &lt;p&gt;The park was rechristened &amp;#39;&amp;#39;Villa Magna Park.&amp;#39;&amp;#39; The lease deal between Hollo and the city may receive final approval in January.  &lt;p&gt;Assuming that happens, how long will the land stay a park? That&amp;#39;s not clear.  &lt;p&gt;The current terms of the deal call for a three-year life span with an optional reduction to two years if Hollo wants out early.  &lt;p&gt;What &lt;em&gt;is&lt;/em&gt; clear, though, is that there&amp;#39;s lots of demand for such open space in park-starved Miami. On a recent weeknight, joggers and dog walkers passed the fenced Villa Magna site seemingly every other minute. That fence could be gone in months.&lt;/p&gt; &lt;p&gt;&amp;#39;&amp;#39;Everybody would love it,&amp;#39;&amp;#39; said Cyril Eskenazi, who lives across the street at The Mark on Brickell condo.&lt;/p&gt; &lt;p&gt;That Miami would eventually have to return the land did little to dampen neighbors&amp;#39; enthusiasm.&lt;/p&gt; &lt;p&gt;&amp;#39;&amp;#39;Worth it, totally worth it,&amp;#39;&amp;#39; said Carmen Nieves, 41.&lt;/p&gt; &lt;p&gt;Miami&amp;#39;s proposed lease on the land requires the city to invest about $200,000 to $250,000 during the park&amp;#39;s three-year life span, Sarnoff estimates.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;INSURANCE COVERAGE&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;That money would pay for both park maintainence and liability insurance coverage of the two-acre property. If someone gets hurt at the park, they&amp;#39;ll be suing the city.&lt;/p&gt; &lt;p&gt;Hollo, meanwhile, promises to spend up to $50,000 on pathways and park benches. He is not asking for a discount on his annual property taxes, which this year total more than $835,000.&lt;/p&gt; &lt;p&gt;Other developers, however, may want some sort of tax relief before allowing the public to throw Frisbees on their lawn. Sarnoff says he is not opposed to tax breaks, so long as developers use half of the tax savings toward park improvements.&lt;/p&gt; &lt;p&gt;&amp;#39;&amp;#39;I think that&amp;#39;s a very fair situation,&amp;#39;&amp;#39; Sarnoff said.&lt;/p&gt; &lt;p&gt;Another potential sweetener for developers: Miami is offering to freeze -- for several years -- the already-approved development permits of properties that become temporary park space.&lt;/p&gt; &lt;p&gt;Miami is in the midst of a citywide rezoning, dubbed Miami 21, that could limit the height and scale of future high-rises in certain neighborhoods.&lt;/p&gt; &lt;p&gt;By freezing their permits under the old zoning code, developers could buy themselves a few extra years of sitting on their land without having to worry about following new rules.&lt;/p&gt; &lt;p&gt;&amp;#39;&amp;#39;That obviously has value, absolutely,&amp;#39;&amp;#39; Related Group&amp;#39;s Fordin said. &lt;/p&gt; &lt;p&gt;&lt;a title="ENTER MIAMI CONDOS HOME PAGE" href="http://www.dienerproperties.com"&gt;&lt;strong&gt;ENTER MIAMI CONDOS HOME PAGE&lt;/strong&gt;&lt;/a&gt;&lt;/p&gt;&lt;/blockquote&gt;&lt;img src="http://dienerph.zolve.com/aggbug.aspx?PostID=164743" width="1" height="1"&gt;</content><author><name>dienerph</name><uri>http://dienerph.zolve.comhttp://zolve.com/members/dienerph</uri></author><category term="miami condos" scheme="http://dienerph.zolve.com/readblogs/tags/miami+condos/default.aspx" /><category term="miami real estate" scheme="http://dienerph.zolve.com/readblogs/tags/miami+real+estate/default.aspx" /></entry></feed>
